High Performing State (HPS) elements represent practices and outcomes known to be effective at enabling states to develop and sustain high-performing integrated employment systems. CECY utilizes the HPS Framework to record our impact in changing policies and practices to achieve integrated competitive employment (ICE) for youth and young adults with ID/DD in California.

April 1 – Sept 30, 2013

  • Initiated revision of Disabled Student Program & Services data and funding categories to include autism spectrum and ID. (Scott Berenson, CA Community Colleges Chancellor’s Office).
  • Hourly rates for services equals increasing accountability and increasing braiding. Creates flexible services not “programs.” (Sara Murphy, TransCen, Inc.).
  • State Council on Developmental Disabilities co-sponsoring SB5777 (Pavley) (No name given. Mark Polit?)
  • San Diego Regional Center (SDRC) utilizes tailored Day Services to support individuals in the areas of employment, self-employment and post-secondary education as a path to employment. We now have 9 providers in San Diego with 3 more on the way serving approximately 150 ppl. (Stormy Miller, SDRC, ARCA Employment Committee).
  • Shepherding SB 468 through legislature on to governor’s desk provides a new/potential funding mechanism for individual employment related supports. (Mike Clark, Group of committed parents)

October 1, 2013 – March 31, 2014

  • Developing paper on the history of rates to service providers and the challenges this has caused. The paper will be distribute to legislators with the aim of adjusting rates to make various service models a more viable (ARCA)
  • We are sponsoring legislation to prohibit the State from contracting with entities that pay employees sub-minimum wage in the performance of service contracts. (Andy Mudryk, DRCA)
  • Critical mass in support of self-determination for people with IDD in California is growing (Mike Clark, Tarjan Center)
  • Expanding C2C program to 3 additional community colleges (Linda Ramos, Department of Rehabilitation).
  • SCDD is co-sponsor of SB577 (Pavley) which will fund job preparation activities like Exploration and Discovery. It passed the senate and is now in the assemly! (Mark Polit, State Council on Development Disabilities)

(Engage in, Initiate or Advance INTERAGENCY COLLABORATION AND PARTNERSHIP)

April 1 – Sept 30, 2013

  • Employment Development Department along with 6 other agencies will partner with the lead agency, the Department of Rehab to apply for the Promise Grant, a grant for youth from 14-18 (no name)
  • Statewide meeting between DOR and 5 college to career programs (John Kimura, DOR)
  • 25% of the 2013 YLF delegates identify as having an autism spectrum Disorder (ASD). (LaCandice CCEPD).
  • Worked with DOR’s John Kimura to facilitate interagency collaboration with CCC’s College to Career and Workability III projects related to ICE as common outcome goal. (Scott Berenson, CA Community Colleges Chancellor’s Office).
  • Negotiated DOR/Northern Sierra District and Alta MOU renewal. (Andy Ponce, Alta California Regional Center).
  • Development of tailored day services to allow for greater access to individualized services. (Andy Ponce, Alta California Regional Center).
  • IUSD worked with the University of CA Irvine (UCI) on an Autism APP Jam project which supported the development of Apps that are relevant to individuals with Autism and other neurodevelopmental disabilities. Graduate and undergraduate students worked in teams of five to develop apps that will support ICE. (Linda O’Neal, Irvine Unified School District).
  • The Orange County Adult Transition Task Force (OCATTF) and its Education Work Group, headed by the Irvine Unified School District, meet monthly to share resources and address transition related needs and issues regarding youth and young adults with a variety of disabilities including intellectual disabilities. There are approximately 75 members representing individuals with disabilities, families, community agencies and educators. During these meetings job developers share ideas for securing integrated training and employment sites for individuals with intellectual disabilities.   • The IUSD and Regional Center of Orange County are the lead agencies in the operation of the CA Senate Select Committee on Autism, Employment Work Group. This multi-agency planning group meets every other month to discuss the hopes and issues related to employment of youth and young adults with ASD.   • We are in the process of operationalizing the Family Autism website which will provide access to employment related work training and integrated competitive employment information to families and other stakeholders. (Linda O’Neal for Irvine USD, Whittier UHSD, and RC of Orange County)
  • Several CECY members (Denyse Curtright, DDS and Amy Westling, ARCA) are on the ARCA Employment Committee. We continue to update the RC representatives about positive outcomes of CECY. Connected a RC Executive Director with Olivia to answer questions on College 2 Career. (Janis White, Regional Center of Orange County).
  • The California Committee on Employment of People with Disabilities (CCEPD) has formed a new partnership with the Office of Statewide Health Workforce Planning & Development (OSHPD) to further our goals related to increasing employment in the health services sector (LaCandice McCray, CCEPD)

October 1, 2013 – March 31, 2014

  • Began partnership with West Ed and Jewish Vocational Services to identify policy opportunities related to health care and transition-age youth (CCEPD)
  • Worked (and continuing to work) with SCDD on the development of the brochure and informational materials for individuals and their families on Employment First (ARCA)
  • Expand the Irvine business Advisory Committee to the Orange County Business Advisory Committee OCBAC (IUSD, RCOC)
  • Currently planning for a “Business Outreach Breakfast” for this spring (RCOC, IUSD)
  • Outreachers will be working with Unbroken Chain to develop informational resources for youth and families based on findings from a needs assessment
  • We are developing a new Project Search Partnership between Medtronic and Irvine USD (Linda O’Neal IUSD)
  • STIC (Secondary Transition Interagency Collaborative) 1st meeting, March 16-27 in attendance next meeting April 23. Will develop action plan based on priorities determined at 1st meeting! (Susan Bobbitt-Voth, West End SELPA)
  • WESELPA vocational Team Coordinator position developed to be filled soon. Will coordinate efforts of secondary Transition, WA1, TPP, and Promise Grant (Susan Bobbitt-Voth, West End SELPA).
  • Did not renew minimum wage certificate (Susan Bobbitt-Voth, West End SELPA).
  • Connecting engaged and inspired parents’ groups together for joint advocacy and learning opportunities (Maura McDonough, Golden Gate Regional Center).

  • Town Hall Meeting in April with Senator Lou Correa with focus on employment and use of video resume, technology, video for businesses (Hire Me). (Regional Center of Orange County)
  • Employment Summit by Golden Gate Regional Center to raise the bar on Employment and how to do hybrid services and use day services to support work. (Sara Murphy, TransCen, Inc.)
  • Identified CCCCO leaders LeBaron Woodyard, Dean of Academic Affairs, Maureen White, CTE specialist and Paul Barth, Apprentice program expert, to work with Tarjan Center and facilitate ICE. (Scott Berenson, CA Community Colleges Chancellor’s Office)
  • In 2011, Area Board XIII, San Diego Regional Center, SDSU Interwork Institute, Exceptional Family Resource Center, service providers, self-advocates and parents, DOR & San Diego Unified School District formed a Transition Committee committed to providing training and community outreach primarily to parents and school district professionals on the transition from school to adulthood, array of service/options available to adults with ID/DD, and person-driven planning.   • San Diego Regional Center (SDRC) developed a transition strand at a local 2012 conference and provides half-day Saturday trainings throughout the year. (Stormy Miller, SDRC, ARCA Employment Committee).
  • Organized CECY meetings, including increased Youth Advisory Committee participation (Steven Kapp, Tarjan Center).
  • Creation of team for CDE regional monitoring regional staff to provide training and resource materials to achieve common messaging and competencies around compliance and Indicator 13. Members of the team will work together to develop a common message and TA and guidance products. They will be the go-to person in their unit for transition questions, problems, etc., that may come up in their unit. (Jill Larson, DOE)
  • Met with the Executive Director of United Way to connect with the CEO’s Executive Directors in Orange County to provide job internships for transition age youth. (Janis White, Regional Center of Orange County & Linda O’Neal, Irvine Unified School District)
  • As an individual committed to the mission and vision of CECY, I am taking the opportunities available to me to talk with community groups about/promoting employment for youth and young adults with ID/DD(Mike Clark, Individual)

  • Success in working with labor unions to pave the way to approaching unionized employers. (Tom Heinz, East Bay Innovations)
  • Frito-Lay video reflects working with unionized employers. Also getting people together in L.A. from Walmart and others unionized employers that are truly committed to people with IDD. (Richard Rosenberg for Taft College)
  • The Office of Statewide Health Planning and Development (OSHPD) now includes committee activities in their monthly newsletters (CCEPD)
  • The Community Conversation in Taft successfully cultivated local enthusiasm, support and passion for increasing ICE! (Gina Semenza, Tarjan Center)
  • More ID/DD youth are vocalizing that they are ready and want to go to work at the end of high school and do not want to go to our K-12 18-22 program. (Vicky Shadd).

  • Expand data elements included in the DDS Annual Employment and Day Programs Report (Denyse Curtright, DDS)
  • At SDCCD, 75% for-credit college courses passed with a C or better for C2C students (Bree Kennedy, San Diego Community College District).
  • Increased number of youth with ID/DD employed in Integrated Competitive Employment in the Irvine Adult Transition Program (Linda O’Neal, IUSD).
  • Develop outcome measures for specific services paired to consumer characteristics such as living arrangement (Denyse Curtright, DDS).

April 1 – Sept 30, 2013

  • IUSD partnered with University of CA Irvine (UCI) to field test an interview preparation app called “Vid-Coach.” (Linda O’Neal, Irvine Unified School District).
  • IUSD supported the development of business cards using QR codes that linked to video resumes for students with ID/DD. (Linda O’Neal, Irvine Unified School District).
  • IUSD utilized “Hire Me Video” to secure additional business partners to support ICE. (Linda O’Neal, Irvine Unified School District).
  • IUSD utilized individual video resumes to secure ICE for youth with ID/DD.

  • The Irvine Unified School District is utilizing video resumes made with the iMovie app and shown to potential employers using an iPhone or iPad. This strategy has proven very helpful in securing integrated competitive employment as well as new Integrated community based training sites.   • The Irvine Unified School District is partnering with UCI School of Informatics and Technology, the Department of Rehabilitation and Whittier Union High School District to operate a Technology in the Workplace (TIW) Project. Youth and young adults with intellectual/developmental disabilities are participating in workshops to learn how to utilize touch screen technology to support work and employment related skill development.   • IUSD students with intellectual disabilities participated in a study with UCI graduate students in the use of a newly developed job interview app. This provided an opportunity for a pre-interview, use of the interview app and a follow-up interview, 4 weeks later. Participants were videotaped as they participated in mock interviews conducted by local employers. UCI reported improved performance levels from pre to post interviews.   • IUSD Staff participated in the UCI first annual Autism APP JAM in April 2013. 29 teams of 4-6 UCI students from a variety of disciplines, spent ten days developing ASD related apps. At the conclusion of the event, one app entitled “TheraConnect” was selected to continue through the APP development process. This app was developed by 2 UCI Medical Students and 2 UCI Computer programmers and is designed to provide families, individuals with disabilities and service professionals access to disability related resource and service information. Since April we have had several planning meetings and conversations and continue in the development process. At this time we are making excellent progress and are hoping the APP will be ready for release within three months. (Linda O’Neal for Irvine USD, Whittier UHSD, and RC of Orange County)

  • Video resumes continue very helpful toward students’ job development. (Linda O’Neal, IUSD)
  • Kathy at EBI used video resume idea that resulted in person -- of whom they had been looking for employment for a long time -- getting a job in child care, which the person really wanted (it was her “big goal”). (Tom Heinz, East Bay Innovations)
  • Being are part of a “work initiative group” that brings in adults service providers who interested in promoting ICE. (Linda O’Neal, IUSD)
  • Critical mass in support of self-determination for people with IDD in California is growing (Mike Clark, Tarjan Center)
  • We (CCEPD and our partners) received over 150 application for the 2014 Youth Leadership Forum for students with Disabilities in July, and we are well on our way to an alumni-led YLF in 2016 –the 25th Anniversary of YLF.
  • National attention – major change in the last 10 years to focus on college (postsecondary education) as a pathway to employment for people with ID/DD. Example: Number of sessions, including one by O Raynor, C Campisi and W Francis at AHEAD (Association of Higher Education and Disabilities) Conference in Sacramento, July, 2014 (Catherine Campisi, Tarjan Center)
  • I have a great job with Interim Home Health Services (Marnie Clark, IHHS).
  • At EDD the Youth Employment Opportunity Program is focusing on hiring YLF participants from the past 4 years as student assistants and youth aids (Debi Silenieks, EDD)
  • Development of Tailored Day Services – mostly being used to access community college (Jill Bradshaw, Alta California Regional Center).

April 1 – Sept 30, 2013

  • Applied CCCCO goal of increasing student success to students with ID, emphasizing certificates, apprenticeship, internships and employment preparation to increase ICE (Scott Berenson, CA Community Colleges Chancellor’s Office).
  • Employment goals from CECY and ARCA Employment Committee shared with all 21 Regional Center representatives at Statewide Chief Counselor Meeting on June 6-7, 2013. In areas of: no referrals to sheltered workshops – minimum wage (Regional Center Orange County).
  • ARCA adopted a new strategic plan which has a goal of “exploring, encouraging development of, and advocating for, sustainable integrated employment opportunities for Californians with developmental disabilities.” (Amy Westling, Assoc. of Regional Center Agencies.)
  • EDD has started a work group that will expand the Youth Employment Opportunity Program to ensure that it is fully inclusive and representative of all youth between the ages of 15 and 25, including youth with disabilities, who are at risk of not achieving their educational goals.   • On 3/6/14, the Regional Center of Orange County Board of Directors passed an Employment First Policy (Linda O’Neal, Irvine Unified School District).

  • Trainings to increase provider capacity to do good employment services (i.e. Customized Employment (CE), job development, systemic instruction program development). (Sara Murphy, TransCen, Inc.).
  • Developing training modules for people who work in sheltered employment about their right to ICE. (Andy Mudryk, Disability Rights CA).
  • Informed field via TA on list serv supporting reading assistance as an appropriate accommodation for students with ID. Facilitated system discount for smart pen and TA in how to use it by our system High Tech Center Training Unit. (Scott Berenson, CA Community Colleges Chancellor’s Office).
  • IUSD has provided training to many school districts throughout Southern California in the use of video resumes to support ICE for youth and young adult with ID/DD. The video resumes are created using iMovie. (Linda O’Neal, Irvine Unified School District).
  • ARCA is working with the California Disability Service Association to develop a joint training on tailored day service as an option to provide customized services to individuals. (Amy Westling, Assoc. of Regional Center Agencies.)
  • IUSD & WUHSD are in the process of developing a CECY Employment Handbook that contains resources, recommendations, websites and helpful hints for (22) sections. (Linda O’Neal for Irvine USD, Whittier UHSD, and RC of Orange County)

  • Association of Regional Center Agencies (ARCA) & California Disability Services Association (CDSA) collaborated to develop a Tailored Day Service guide for service providers and regional centers who are interested in implementing the service. Regional Centers will have guide available to them on ARCA’s Learning Management System. (Stormy Miller, San Diego Regional Center).

  • Assisted with transition Institute held in San Diego in December, 2013 (DOR)
  • Facilitation of trainings to College to Career programs focused on job development (Tarjan Center)
  • Presented promising practices in vocationally focused PSE at the CAPED Annual conference (Tarjan Center)
  • Completed a webinar (TransCen)
  • Preparing MOU with Kaiser Permanente to expand their capacity to recruit and hire people with disabilities (CCEPD)
  • Assist community colleges and K-12 to prepare for and submit applications for AB86 grant funding. Areas of emphasis are adult ed and vocational training. (Tarjan Center)
  • Doing replication trainings in MD, MA and RI in the next 3 months (TransCen)
  • Trainings via webinars for community colleges on career development college preparation certificate programs (Tarjan Center)
  • Preparation funding and ways to collaborate with Career Technical Education Staff. (Wilbert Francis, Tarjan Center).
  • We created the Game of ICE (similar to the game of Life) and we are using the game to do outreach to teach people with ID/DD about ICE and the services available to help them get there. (Rebecca Cervenek, Disability Rights CA)
  • An opportunity for connection of existing efforts to a more intentional support of the outcomes related to Employment First.(Denyse Curtright Department of Developmental Services).
  • Sensitivity training for individuals on spectrum to be able to work on airplane flying. Air Hollywood CA Promise Grant (Richard Rosenberg, Whittier Union HSD).
  • Web-based guide to transition includes ICE (Jill Larson and Sue Sawyer, CA Community of Practice)
  • CDE is analyzing use of sub-minimum wage in WorkAbility I program in order to provide guidance on how to work toward ICE for individuals with ID/DD. (Jill Larson, as originally discussed during Joint Committee Call).

April 1 – Sept 30, 2013

  • Beginning process of redirecting $1M in yearly funding from 2 Day Center programs to supporting program for student with ID attending community colleges without C2C. (Scott Berenson, CA Community Colleges Chancellor’s Office).

October 1, 2013 – March 31, 2014

  • One of the C2C students in San Diego is moving to second interviews for an IT Help Desk position with the Department of the Navy! (Bree Kennedy, San Diego Community College District).
  • Family members/representatives are sought after and welcome as a part of the goal to increase ICE of youth with ID/DD (Debbie Sarmento, Family Resource Center Network of California).
