Higher Education Opportunity Act (Public Law 110-315) (HEOA) was enacted on August 14, 2008, and reauthorizes the Higher Education Act of 1965, as amended (HEA). This page provides information on the Department's implementation of the HEOA.
Students with Disabilities Preparing for Postsecondary Education: Know Your Rights and Responsibilities was produced by the US Dept. of Education, Office for Civil Rights, this pamphlet explains the rights and responsibilities of students who are preparing for postsecondary schools. It also explains the obligations of the schools to provide access to education by providing academic adjustments, auxiliary aids and services.
Title 5 Implementing Guidelines provide guidance to the colleges in their legal and fiscal responsibilities to their Disabled Student Program and Services (DSP&S) offices at California’s Community Colleges and the students they serve. These guidelines address both the support services and instruction provided through DSP&S.
